Can I take a battery operated toy on the airplane?

I am traveling from Miami to Ecuador on Copa Airlines. Their website says no batteries in one section. In another section it lists many battery operated items allowed on the plane for entertainment during your flight. Does that mean I can take the item but have to buy batteries after passing security or can I take an item with batteries in it?
I will be traveling with 2 young children and would really like to take some toys, almost all of which require batteries.

I think the current rule for this is you can take batteries on the plane only if they are inside an electronic device; extra batteries are not allowed in carry-on luggage, only in checked luggage.
